Why does upgrading Norfolk’s water plants keep going wildly over budget?

It is becoming a pattern in Norfolk County — councillors approve a plan to upgrade a water or wastewater treatment plant, only to be told a few years later millions more are needed to do the job.

The latest unpleasant surprise council had to swallow was the cost to overhaul Port Rowan’s water treatment plant ballooning from $6 million originally budgeted in 2022 to the current price tag of more than $21 million.
